The Canada Ukraine Intergovernmental Economic Commission (referred hereafter as the Commission) was established by the Governments of Canada and Ukraine in accordance with Article V of the Agreement between the Government of Canada and the Government of Ukraine on Economic Cooperation signed 24.10.94 which has the purpose to encourage the development of trade and economic cooperation between Canada and Ukraine and to identify and address problems being faced by business.
The Commission will:
- serve as a forum for the exchange of information and for consultation on trade and business cooperation questions between the two countries;
- focus on identifying obstacles hampering the development of business relations;
- exchange information of export market and business development initiatives being undertaken by each country; and
- remain open to new ideas and suggestions to facilitate the development of trade and business relations.
In terms of the Commission, Working Groups may be created by mutual agreement, to encourage the development of trade and business in particular sectors as indicated in Article III of the Agreement between the Government of Canada and the Government of Ukraine on Economic Cooperation signed 24.10.1994. Agriculture, Energy and Construction are to be accorded priority attention. Working groups should continue their activity in the period between meetings of the Commission.
The Commission will include Canadian and Ukrainian private businesses. Participants in the Commission's meetings will be selected according to the agreed agenda.
The Commission should meet in turn - in Canada and in Ukraine, upon mutual agreement of the Governments, at times agreed to by both. Meetings of the Commission should be chaired by the representative of the country in which the meeting is held.
Any decision or recommendations of the Commission should be entered into Minutes, to be signed by the Chairs of both parts of the Commission. The Minutes of meetings should be in English, French and Ukrainian and all texts should have equal force.
The Commission's terms of reference may cover changes during any meeting or in the period between them in the case that they are agreed to by both Governments.
Fixed in the city of Kyiv 24 of October 1996 in duplicate in English, French and Ukrainian. All of them have equal force.
